A delivered project, not a capability statement

This is the one overseas region where we can point at something finished. HAIL delivered the Indian Oil Corporation petroleum terminal at Amlekhgunj, Nepal, contracted through Likitha Infrastructure Ltd. and completed and handed over.

The scope was a full terminal, not a single tank: two IFR product storage tanks of 4,100 KL each (20 m diameter × 16 m height); two IFR transmix tanks of 250 KL each; two water storage tanks of 3,000 KL each (16 m diameter × 17.5 m height); structural steel erection with electroforged gratings; above-ground and underground piping with 3LPE protective coating; pump installation; and complete painting works.

For a buyer in this region that reference answers the questions that matter: can this contractor move material and people across a border, work to a national oil company's standards, build internal floating roof tanks to API 650, and hand over a documentation dossier that survives scrutiny. Amlekhgunj says yes, and it is checkable.

Nepal — the landlocked case

Nepal is instructive because it is the hardest logistics case in the region and we have already solved it. There is no port. Material moves by road from India through the Raxaul–Birgunj corridor or equivalent crossings, which means every piece is sized for road transport and customs documentation has to be exact or the consignment sits at the border.

Being an Indian contractor is a structural advantage here rather than an incidental one: road access rather than sea freight, no ocean transit damage risk, short lead times on corrective items, and familiarity with the cross-border documentation regime. For Nepali terminal, depot and industrial projects we are about as close to a domestic supplier as a foreign contractor can be.

The rest of the region

Bangladesh

Fuel depots and import terminals via Chattogram and Mongla, fertiliser plant ammonia and urea storage, and power plant HFO tankage. Short sea freight from Indian east coast ports, or road and rail for border-adjacent sites.

Sri Lanka

Colombo and Trincomalee terminal and tank farm work — including refurbishment and reconstruction of older tankage to API 653, which is a distinct capability from new build.

Vietnam, Indonesia, Malaysia

Refinery, petrochemical and palm oil sector tankage. Longer freight legs, more established local fabrication competition, and generally best approached as a subcontract or supply package to a main contractor already positioned in-country.

Myanmar, Cambodia, Laos

Smaller fuel depot and industrial storage requirements where the constraint is usually inland logistics and site infrastructure rather than tank engineering.

Monsoon, seismic and humidity

Seismic design

Nepal, Indonesia and the Philippines sit in serious seismic zones. Tank anchorage, shell design for sloshing, and flexible piping connections are engineered to the governing seismic provisions rather than a generic template.

Monsoon scheduling

Erection, blasting and painting windows are planned around the monsoon. Coating in the wrong month is money burned; we sequence surface preparation and application to the weather rather than to the bar chart alone.

Humidity and consumables

High humidity affects filler metal condition and coating adhesion. Electrode ovens, consumable control and dew-point checking before painting are part of the site quality regime, not optional extras.

Soft alluvial ground

River-delta and alluvial sites in Bangladesh and parts of Southeast Asia bring settlement risk. The post-hydrotest settlement survey regime is planned around the geotechnical report.

Petroleum terminals and depots

For ageing terminal tankage in this region that is often a better commercial answer than replacement, and it is a distinct discipline from new construction.
