Why Gujarat is a short freight leg from the Gulf

The commercial case for sourcing tankage from western India into the GCC is distance. Our workshop sits in Gujarat, and Mundra to Jebel Ali is a matter of days, not weeks — with comparable runs into Khalifa Port, Sohar, Hamad, Dammam, Shuwaikh and Bahrain. Shell plate rolled on Monday can be alongside in the Gulf inside the same fortnight, which is a different planning proposition from sourcing out of the Far East or Europe.

That proximity matters most on the items that go wrong late: a replacement nozzle, a re-rolled plate after a dimensional rejection, an extra crate of internals. A short freight leg turns a schedule crisis into a two-week fix.

The approved-vendor reality — and how we work within it

We will be direct, because it saves everyone a prequalification cycle: HAIL does not currently hold ADNOC, Saudi Aramco, PDO, QatarEnergy or KOC vendor approval. Those operators maintain closed lists, and registration is typically sponsored rather than open.

The route that does work — and it is the normal structure for a large share of GCC tankage — is that we contract as the fabrication and erection subcontractor to an EPC main contractor who already holds the operator approval. The main contractor carries the licence and the owner interface; we bring tank engineering, workshop capacity and an erection organisation. If you are an EPC contractor bidding GCC tankage and need a fabrication partner with real capacity and code compliance, that is precisely the conversation we are set up for.

Where an owner or main contractor is prepared to sponsor direct vendor registration, we will complete the documentation, host the audit and put the systems in front of the assessor.

Our Gulf record, stated precisely

Two things are true and we keep them separate. HAIL, the company incorporated in 2022, has delivered one overseas project — the Indian Oil petroleum terminal at Amlekhgunj, Nepal — and has not yet completed a contract inside the GCC. HAIL's leadership has delivered in this region: the management team's record, built before HAIL was founded, includes tankage and terminal work across the UAE, Oman, Bahrain, Kuwait and Qatar (and, outside the Gulf, Indonesia and Malaysia), an international EPCC terminal contract of around USD 50 million, and 2,000+ tanks across eight countries. That experience is real and it shapes how we plan Gulf work — but it is not a HAIL contract reference, and we will not present it as one during prequalification.

What that means for a GCC buyer: the people, the methods and the tank engineering have Gulf experience; the corporate entity is early in building its own list. We are comfortable being evaluated on exactly that basis.

Designing for Gulf service conditions

Ambient and solar load

Design temperatures well above Indian norms drive roof and shell breathing calculations, vent sizing and floating-roof seal selection. Product loss control on volatile hydrocarbons in high ambient conditions is a design issue, not an afterthought.

Coastal chloride attack

Gulf coastal atmosphere is aggressive. Coating specification moves toward heavier zinc-rich primer systems and higher DFT to NACE and SSPC standards, with stainless or duplex selected where chloride stress corrosion cracking is credible.

Sour service

H₂S-bearing service brings NACE MR0175 / ISO 15156 material and hardness constraints into weld procedure qualification. We qualify WPS and PQR against those limits rather than retrofitting compliance later.

Sabkha and soft ground

Coastal sabkha conditions affect foundation design and post-hydrotest settlement expectations. We plan the settlement survey regime around the geotechnical report rather than a standard template.

Local content — ICV, IKTVA and Tawteen

Every major GCC economy now scores bidders on in-country value, and it changes how an Indian contractor should structure a bid rather than ruling one out. UAE ICV, Saudi IKTVA, Oman and Qatar Tawteen and Bahrain's equivalents all reward local spend, local employment and local supply.

The practical response is the supervision-led model: we send erection management, welding engineering and QA/QC, and the workforce is engaged locally, with welders qualified to ASME Section IX on arrival. Local spend rises, work-permit friction falls, and the quality system stays under our control. Where our client is a local contractor, our scope can be structured as engineering and technical services so the fabrication and labour content is theirs.

The GCC's hydrogen programmes turn on storage and export infrastructure — cryogenic ammonia tankage, electrolyser balance-of-plant, and terminal facilities at export ports. That is API 620 double-wall work with demanding insulation and boil-off management, and it is the same capability set we build for conventional cryogenic ammonia storage. Our engineering has tracked this shift on the Indian side through the National Green Hydrogen Mission, and the tank scope is materially the same wherever the electrons come from.

Do you build storage tanks in the UAE, Saudi Arabia, Oman and Qatar?

We fabricate tanks in Gujarat for erection on GCC sites, working as a fabrication and erection subcontractor to EPC main contractors, or directly for owners and local contractors who are able to contract an Indian supplier. Are you registered with ADNOC or Saudi Aramco?

No, and we would rather say so before you spend a prequalification cycle on us. Those operators run closed approved-vendor lists where registration is normally sponsored. On projects under those regimes we work beneath an EPC main contractor who holds the approval — a standard and accepted structure for tankage. If an owner or main contractor will sponsor direct registration, we will complete the documentation and host the audit.

How do you handle UAE ICV, Saudi IKTVA and Oman or Qatar Tawteen requirements?

Through a supervision-led delivery model. We provide the erection manager, welding engineer and QA/QC inspector, while the workforce is engaged locally and local welders are qualified to ASME Section IX on arrival. That raises in-country spend and employment, reduces work-permit friction, and keeps the quality system under our control. Where our client is a local contractor, our scope can be structured as engineering and technical services so labour and fabrication content counts to them.

How long does shipping from India to the Gulf take?

Sea freight from Mundra, Kandla, Hazira or Pipavav to the main Gulf ports is a matter of days rather than weeks. The bigger schedule driver is usually fabrication and inspection release, not the voyage. The short leg is also a practical advantage for corrective items — a re-rolled plate or replacement nozzle can reach site quickly instead of derailing erection.

Can you build cryogenic ammonia tanks for green ammonia projects?

Yes. We build double-wall cryogenic tanks to API 620 and BS 7777 with perlite, foam glass or resilient blanket insulation systems, covering receipt, storage, handling, refrigeration and vaporising facilities. Green ammonia storage is materially the same tank scope as conventional cryogenic ammonia storage, which is established capability for us.

What design conditions do you allow for in Gulf projects?

High ambient and solar load affecting breathing, vent sizing and floating-roof seal selection; aggressive coastal chloride atmosphere driving heavier zinc-rich coating systems to NACE and SSPC and stainless or duplex selection where chloride stress corrosion cracking is credible; NACE MR0175 / ISO 15156 hardness limits in sour service, qualified into the WPS and PQR; and sabkha or soft coastal ground affecting foundation design and the post-hydrotest settlement survey regime.

Who inspects the fabrication?

Third-party inspection is standard on this work. Lloyd's Register, Bureau Veritas, TÜV, RINA, SGS and owner-nominated inspectors are accommodated at stage-wise hold points agreed in the inspection and test plan before fabrication begins, with material and weld traceability maintained so plate can be traced to certificate at your site.

Can you supply tanks without erection?

Yes. Supply-only knock-down packages are common where you already have a local civil and rigging contractor. Plates are rolled to radius and match-marked, internals crated and itemised against a packing list keyed to the erection drawings, and we can add a resident engineer for setting-out, weld procedure control and hydrotest supervision if you want the quality assurance without the full crew.
